I want the loans removed and a refund becuase i haven't done anything to it and it makes NO sence a corp would blow though 200B cash in 3game months, Plus its an IPO corp so theres no way i could have taken cash out

The 200B cash that has been spent went towards the buying back of a lot of the shares of this country owned public corp.
It's also worth mentioning that there's more transactions queued that will spend another ~80B and most likely bankrupt this corp if nothing is done about it.

If you want to buy back all the shares be sure to keep an eye on the finances.

So i have the choice i IPO more shares and the game auto buys them back?

That seems like a flaw on its own.

The shares have been bought manually.
there is no automatic repurchasing of shares.

you can decide to repurchase but then make sure you have the money to do so.
this corp had a market value of 3T+
