In the last game news update, the GMs said that:
"War level 9 will be installed on April 11."
However, I can't seem to declare war at level 9. Is there a delay in this?

this is an error.
the feature was not included. This is a mistake I made myself.
I forgot to submit these updates.
As a compensation, I suggest the April 17 will now include war level 9 and 10. |

All loans you take are for a fixed period and are paid back when their time is up.
if the country has a shortage of cash after paying the loan, it will take another loan which may be smaller or larger, depending on the cash shortage.
If you make sure your country becomes profitable, and your purchases of weapons, schools etc are not extremely large, you will end up with no loans. |

This is how bank loans work. you pay them back and you can ask for a new one.

If you do not spend more than your income, you do not need loans and you do not pay interest. |
