it is always active now, depending on the level, at level 55 i saw around 2000 moving into my country, at 71 i am seeing 3700.

The migration index is a bit complex. maybe a little too complex.
There are no absolute numbers but relative.
People move from low migration index countries to ones with a high migration numbers but if the average migration index declines, then the level defined as high and low index, changes with it.

The reason is that the number of people leaving countries nust be equal to the number of people entering other countries.

We intend to show the numbers more clearly on a separate migration page and also show the large numbers leaving your country as a result of the selling of population.
