I have noticed that a free member empire can only span 2 countries, which is fine, I can barely run the two I have...lol

But my question is this.

When I first went to war and won it said "end war or take over". This option would lead me to believe that if a free member empire can only have 2 countries why can I not attack another and fight it but not take it over? How many wars have happened in which the nation was not taken over I.E. Desert Storm.

I mean it would be nice to beat up my neighbor because I think he is mis-treating his people or something lol Just because I go to war doesnt mean I want to keep it...

I dont have a bank account... makes it hard to pay...lol

But its not the fact I cant attack, its the fact that the game assumes that if I attack I do so for the sole purpose taking it over... and I dont.

Haha, yeah I see, but my point is...become a member and attack as many as you wish!

There are other ways to pay W3C, like a check or even cash, might take a little longer, I guess it would have to clear but...hey-ho.
