How to promote pvp while keeping protection out there for new players?

Federation War level - remove war levels as a consideration in Federation fights. Any new players in a Federation have recourse to help from Federation members.

Federation Requirements - in line with the above, require a certain game level for the prospective chairman to start a new Federation. That would ensure at least one member of the Federation knows what they are doing, and an avenue of help for all members. If a Game level is not desired, having to pay GC or SC$ to start up the new Federation could be used instead. (Having to either earn them ingame or purchase them - again in line with the same thought.)

Federation member requirements - implement a system letting the Federation set certain limits prospective members have to reach to qualify for joining the Federation (I'm thinking Offensive/Defensive/Strategic Indexes or War levels.Other benchmarks could be instituted for Economic Federations.)

Economic only players - no reason to attack these players - they provide a significant function in the world market and many other areas. However, if they are truly peaceful, they have no need to attack C3 countries. They can be purchased with GC's purchased or awarded in game.

Changing requirements cooldown - in line with the above disallow taking a c3 for peaceful players. Implement a time requirement in each phase (peaceful or include defense) in how you are scored for country before you can change it back. That would still give an economy only player a shot at c3's - but with the disadvantage of being able to be attacked at some phases of his/her growth.

There are wiser heads out there than mine. Hopefully they will come up with a better solution, or offer some suggestions to make this one better.

I suggest that you post your frequent suggestions in the Suggestions forum. The Suggestions forum is the best place for suggestions.

The Gamemasters may or may not read each post of the General forum. But they probably maintain the Suggestions forum specifically to read suggestions, and to read comments to suggestions.

interesting, but feds also help new players develop, as they get advice and find out how the game works. I feel like I'm in solitude playing the game even now, if I wasn't in a fed I'd be completely alone.

Regarding the Ten Commandments, the Church of Simcountry did excellent work. However, I disagree with several of its doctrines.

The Church opposed the share market, calling it evil. The share market has always been my favorite part of the game. The share market is a tremendous resource.

Learn this: if one masters the share market, one rarely needs a credit card.

The First Commandment, not doing hostile takeovers of corps, does not apply to corps taken over through share purchases.

The Fifth Commandment, not doing sneak attacks, is completely wrong. Sneak attacks are a crucial resource. They're a more efficient alternative to the marathon clicking of conventional war.

The Seventh Commandment, not pissing off veterans, needs work. One shouldn't piss off veterans unless one is prepared to handle the consequences.

Sometimes pissing off a veteran is a ploy, a military tactic to bait him into war. Don't underestimate the value of psych ops in war.

Conversely, smart veterans don't get lured into silly pissing contests.

The Ninth Commandment, not coveting a neighbor, is also wrong. There is no better way to engage in ground war than from a neighboring country.

The Ten Commandments weren't half bad. But it's wiser for each player to develop his own tradecraft.
