Instead of counting using 0 to 9 (ten numbers, so decimal) you count using 16 numbers/letters, so after 9 you go a, b, c etc, hence 11 is b. Base 16 its called, hexidecimal. Computer code uses it a lot as a 'word' has 16 bits, (depending on the system, most new ones use 64 bit words) so limiting yourself to 10 bit identifiers would be silly.
