Can cruise missiles be used to destroy special forces?

A hostile special forces unit invaded my territory today without warning and I'm wondering whether I can use cruise missiles to destroy it in a sneak attack. Are they actually effective against special forces?

according to the documentation no... but the documentation is often wrong so there's no harm in trying... why don't you just regularly attack it how did it get on your land without a war declaration

No they cant. The best way to remove unwanted guests (ie... sf's massed at your border) is to declare war on them!
