I have Just started playing this game and conquered a country, but it has very few low level workers. How can I get more low level workers. (I don't have a big population)
If you have surplus of professionals you can change them into low, medium or high level workers. You can also buy workers using gold coins, do a population transfer with someone who needs them, or shut down a corporation which is losing money to free up some workers.
