So I put all my conventional missile batteries into storage, and yet somehow I used 67 missiles. How does that work?

All weapons have a monthly use for "training." I think inactive just saves on monthly running costs.

Having an army is a cost for the country.
most countries are very profitable and can maintain a reasonable army.

I think that increasing the income of the country and reducing unemployment is more important than reducing the cost of the army unless you are not interested in an army at all.

In that case, you can just remove it all, sell or discard, and the cost will disappear.

There are many ways to optimize your economy, ranging from increasing the welfare indexes, invite private corporations into the country and increase your income to the creation of special universities and hospitals to reduce the numbers of disabled and non performing percentage of the population.
