You can increase it with a GC booster. Otherwise, just wait a game month and it'll begin to regenerate.

If you have the stuff, you can transfer military stuff between countries at a higher rate, but it still counts against the spending limit, just at like 1/3 or something.

Also, using shuttles, to transport from space center to space center, whether between planets, enterprises, or countries on the same planet, does not count against spending limits. So if you have several countries and/or enterprises, you can buy in all and later use shuttles to move stuff around. If you don't mind taking over several countries, you can use their spending space to make some purchases, wait, and shuttle over.

One thing I used to do, and teach war player, is buy/raid/transfer, that is, the fast way to expand you military, is to raid C3s, buy stuff, then transfer, or shuttle over. Also, you can stash a large volume or supplies in you CEO for emergencies, and do direct sales to freshly conquered C3s and transfer the old school way, or just shuttle over
