Well you can set your education priorities to make them at a higher rate. I currently use a 240 point system. 20 pts per brackett as base wait a few months to see what happens and then refine the allocation. If you have a really strong education index (130+) you can generally get what you need by allocating 10-15 for LLM 10-20 MLM (depends if you need to by military stuff, 20 for HLM and Executives). 30 each for the hightechs. 10-15 for teachers and hospitals. In your case I would put 20 -30 on SD's if you in need.
you can also trade workers amongst your countries or with other players.
