Buy supplies at 10% above market price

you will like never have to make an immediate buy or run out of supplies
sell strat don't matter it caps out at quality price
also buying expensive quality don't help
I just use the standard 180 and 0 contracts unless its a space good
moving private companies in your land helps so you can maintain your welfare
also I use salaries at 305 I always get my workers
c3s use 300

Buying at a lower rate will save money. Higher quality supplies improve welfare when done for the country and improve produced quality when done by a corporation.
