GM HELP - WORKER TRANSFERS

I'm now getting messages again that say that worker transfers have to be balanced and I can only do 200K at a time. Why did this change back or is this a bug? I'm trying to recover several failing countries and this creates a huge kink.

Correction to the above, this was on KB, I just tried on FB and it worked fine.
