What determines the world ranking? Is there a formula for it? How will a country with strong finance but weak military (or vice versa) fare in world ranking?

Every stat/index related to your country is taken into account. Some are weighted more heavily than others.
Peaceful players, war players and enterprises have their own score calculation. You don't necessarily need a large army to get into the top rankings.

If you're interested in the exact calculation I can ask an engineer to dig it up and translate it into something readable.
