Could someone explain how long this unavailability goes on for?

I've been waiting for a few weeks to take a certain country, yet it's keeps on saying it's unavailable?

i couldn't find it in the game news, but i believe the GM reserve one country next to a new registration to ensure a bran new player has a option to expand.
