Salary Index ????

When I took over my country, salary indexes were 250-300. With those salary indexes, my welfare index is now 110+.

Assuming all the other indexes remain the same (employment, SS, health, education), if I lower my salary index to 100, will my welfare index collapse like whoa?

I started an Enterprise and noticed that all my new corps had salary indexes @ 100 to start so it got me wondering if my current salary targets could be much lower than they are now.
