Is it possible to cross a C3 controlled country or even a player controlled country with land based troops without having declared war on it?

You cannot cross a C3 without declaring war on it. On the other hand, there is no penalty to declare war on it. Simply, declare war on the C3 and move across it at will. There is nothing the C3 can do about it.

For a player country, you can move across it if the player gives you permission. Check the war page for the link "allow foreign units". You also automatically have access if they are a member of the same federation. Of course, you can also declare war if the target meets a long list of requirements (war level/not secured/not temporary war protection). There is also the possibility the player will shoot back.

What if the C3 you want to cross is 'temporarily unavailable' or 'available in a week,' and you need to cross it to attack another C3? Besides, declaring war at two C3s at the same time was not possible, if I am not wrong.

Keep in mind you don't need a land path all the way to your target. Check the beginner's forum for my guide on raiding. It describes how to use air transports and special forces to meet the painting requirement for distant targets. Also, many weapons have decent ranges that can shoot across countries that you may not be able to cross. You also can declare war on multiple C3s unless, possibly, you are a free player. I am not sure how the limitation on countries may a free player.

You can declare war with up to 25 C3s at a time, last I heard. And "temporarily unavailable" refers to starting a new country there, but you can still wardec it.
