What is the MAX level for education indexes?

200, 300, 400 or higher ??

And is it nescessary to have a school index above 120 ?

There's no maximum, other than the number of schools you can support. It's not usually worth bothering going too high, though - anything over about 140 can't improve your welfare, and you don't often need to educate people that fast.
