Ghost Rockets in My Stock + Units Replenished Despite Reports

So, I currently have -1 guided missiles and -1 attack destroyer torpedoes even though I no longer have the units that needed them. And my country's newspaper keeps saying that my units aren't replenished with gasoline even though they don't have the icons next to them. Can anyone elaborate?

Oh, and my country is Tsutsujimori on KB.
