How do I get more people in Capital city?

How do I get more people to go into and grow the capital city?

It will happen naturally as your overall population increases.

Yes I know that. But how can I get it so more of population goes to Capital City then other cities?

I think this question was asked before, and they found out that it was on the game's side of control and nothing you could do about it. The game just distributes population for you and that there's no way to manipulate it. One suggestion I saw was that to increase towns and cities around the capital but doubt that helps anything.
