My country's unemployment has been steadily falling. I need help to get some of my corps to get back to a normal rate of hiring.

Those corps are also making losses-despite having max upgrades.

How do I increase their profitability and productivity? and how do I solve my unemployment problem?

It'd also be helpful to know the ideal salary index. Would Social Security play a role in this?

Don't pay the workers too much
raise welfare rating build schools hospitals. Don't over build
check employment page find where the shortage and make that number bigger

As early as possible make sure you nation is set to buy all consumer goods and government goods at 300Q. Higher quality goods have many positive effects on your government and citizens.

Your welfare index is based on the average of your index's. Early on I highly recommend building and maintaining a minimum Education, Healthcare, and Transportation index's of 140. Set Social security to 90% and these factors should give you a welfare index of near 130 which is a very strong index.

As for salaries its best to start off at 300 for corporations. This will offer good pay to your citizens, descent income taxes for your nation, and will promote high production generating more money!

As a general rule of thumb keep your Government salaries no less then 80% of your average corporation pay. If your corporations pay 300 set your government pay to about 250 and you should be fine.

I run 148SSI (100% payments) and I have more jobs then I can fill. Having a strong Social Security program has ALOT of benefits

I run just fine without a strong SSI. I have enough SSI to cover my level. 122 welfare 70% SSI.

I'm just saying having a 100% setting on Social Security has its benefits. Either you choose to set it to 70, 100, 130% that's entirely up to you.
