So I started over as a new country but the automation isn't building new hospitals. My last one has the healthcare automation turned off.

Do you have beginner's help on?

You can indeed turn beginners help on.
longer term, keep help in education and health care on.

Keep it up as along as you are not fully familiar with how it works.
Then turn them off as you can do better if you do it yourself.
