Quality vs Quantity

Does this tactic work in Simcountry? I am planning an invasion of a lot of divisions followed by massive air support but they will all be of low quality and massive quantities will this plan work against a C3 country?

It depends on the C3 war level.
C3s at high levels have larger numbers of units at high quality.

also, you may suffer higher losses.
depends on the number of units you use, you can break through.

It could work but I think it will be costly. Upgrade the units fighting levels to lower your casualties.

It worked for the USSR

I use it. But most of the world don't. military upgrades companies is a green rock bottom company.
