Changing Country Flag -GMs

I recently acquired a new country on LU. The country must have been previously owned by another player as there was a different flag (red star, white and gold background with blue stripe on it) that when I restored the original settings this flag was replaced by the original flag.
I wanted to have my own flag so when I uploaded my flag it would not load and instead I got the previous players flag. How does this get fixed? Any assistance in this matter would be appreciated.
My country is called The Canis Republic on LU.

Hold down "shift" while refreshing your country page. Should do it.
