Rebellions

Ok, if a corp is "too young" to close, it's "too young" for rebellions. Its bad enough I keep getting corps automatically built, then I have to deal with damaging rebellions. Auto build corps is NOT helpful. I have the automated features turned off for building corps, including the moving employees around that may cause it.

So if a corp is burning down, I should be able to close it, regardless of age.
