Question for a GM 'Country Resources Used'

While trying to figure out why my Assets Maintenance corps struggle to make a profit I noticed that they pay almost twice the amount for the 'Country Resources Used' fee than other corps.
It appears that the fee an Enterprise corp pays is around 4.7% of the sales. Assets Maintenance pay around 9%.

If this is intentional could someone explain why? If not could you look into it?
