Hello all.
Little confused here.
So I completed the tutorial that had me dominate my NPC neighbour and now I want to get my war level further and go to war again. I don't want to go to war to take terrortrity, just to win. However I can no longer declare war on anyone as it says I need a Premier account, even if I am not invading to take over. I am really confused on how to do it as the tutorial hints and documentation tells you that free players can invade NPC countries to raise their war level.
