Inactive units

When I move units from my space station into my country, they automatically start in inactive status. Is this correct? I then need to reactivate them 10% per month until they are all active. And I can't build units with inactive weapons. Is this correct or is something messing up?

This is to prevent massive armies popping up from space transfer. You have to reactivate them 10% at a time.
