I have found myself with an overabundance of high level workers and a shortage of low level workers. Looking for anyone willing to exchange 75-150k high levels for as many lows as possible.
Another thing you can do is click on "education", then "set education priorities", then you will click on the "change profession" bu low level workers. From there you can reassign professionals to low level workers. Be sure to keep enough to replace those who are retiring.
