Let's wait and hear from Andy before we conclude that the developers are backing down from what they posted. My hunch is that it is something that will take some programming time and study, and with the holidays, that has slowed things down a bit. It might be something really complicated to pull off depending on how the game code is written.
I do believe that the developers try to make this a good game for all its player types, otherwise, they wouldn't put any energy or time into it.
I will add my opinion though, and hopefully the GMs will listen as an observer and player from past and current.
I first came to Simcountry a little over 10 years ago after a request for more females to play the game. The BEST part of the game was being part of a federation, making long-time friendships, and working together to build economies and to defend/fight in wars, if need be. I agree with much of what Wicked Lady said. C3 raids were fun for looting. Sure, you could get a little from a simple raid and it probably covered the cost of the military supplies you used plus a little. The real challenge was in totally looting the country for everything. How completely can I drain it before I let it go? I found it fun to figure out the ways to best deplete a country and then release it without being penalized.
I also agree the federation gameplay and the federation wars (and cold wars) were the best parts of the game.
The hardest part that I see now is making enough money to start the military game. I have been back for several months and I just now feel like I have 2 countries that are large enough and make a decent profit where I could start buying weapons. This will take a long time though. Back then, I used raids to help supplement my income so I could support building a military while still growing my countries. I
We promised to move players on FB to war level 3 after 60 days.
I am sorry for the delay.
We will however implement it as said before.
One of the problems is that we cannot do this for existing players without giving them the grace period.
in the mean time we decided to:
1. Save the number of days every one is playing on upgrade day.
2. Create notifications for all players.
3. Move existing players who are playing for more than 30 days to level 3 30 days later.
4. Move players who play less than 30 days over to war level 3 when they reach 60 days.
There are some small technical issues but none is serious.
All countries with presidents, active or not active, who are in war levels <3 will move to war level 3 after 60 days.
Counting will start after the feature is implemented.

Does anyone think 60 days may be a bit on the long side? I think 30 days is a better number. We want new players to fight each other. That will get this game going again. In light of the NSA/LDI agreement, I dont see any risk in lowering the number of days. You wont have issues with big players stomping new players. You have my guarantee on that.
