Educationn and Hospital Index

What is the optimal number for these two indexes for high end population to help cut costs down, could you please explain to me? Thank you.

My opinion is 130 for health and 260 for education

I do 200 for education and 130 for health. If you are heavy in high tech industry you might need more education.
