Issue cant level up my game level

i am having trouble levling up game level to me it looks like the game thinks i am level 3 trying to level up to 4, but i am level 2 trying to level up to 3

forget it i decided to move country to FB becuse there looks to be more activity there

Gunnstin, have ypu met all the requirements in the list of you're peaceful or defense mode?

Reason I ask is because I am on level 3 now and my requirement for level 4 is more population.
