What is your country's population?
What is your unemployment rate?
For example, my main country has 107M people with 228 corps and 6 percent unemployment. So if your population is not over 100M, you have too many corps.

Go to your education priorities tab and labor change profession of some workers. These tabs will tell you if you have a shortage of a certain worker type. If you do, you need to fill that. Adjust the education priorities to favor that worker or change workers manually into LLW, MLW, HLW. Typically, you want to teachers or nurses to these. Your total education priority score should be 120. Is your education index high enough to educate enough people?>

You have a shortage of regular workers, look at the graph for unemployed HLW and you will see it touching 0 every couple of months.

You have some corps that never make money, get rid of them.

Set up 5 each of clinics and retraining schools if you don't have them.

As Zentrino said change teachers and hospital staff into workers, but don't let them go too low or you will have school and hospital closings.
