CEO can't build mining corporation on LU

I can't build a mining corporation on LU, theres no option in the link "build a new corporation" for build mining corporations; a few days ago I can build several mining corporations through my CEO.
What happened? Its a bug or something I missed.

You can only build mining corporations if you have less than 100 corporations in your enterprise.
