Used to be you could fight 5 C3 wars and still be war level 2, giving you a total of 6 wars to practice against the AI before advancing to war level 3, and being vulnerable to attack by players. 1 against a war level 1 opponent, and 5 against a war level 2 (although you could do 4 against a L2 and the 5th against a L3).

Apparently, this changed, though I have been combing through game news to see if this is an intended development. Obviously, anyone who long past exceeded war level 2 would not have noticed this change, but I have with my remade account. I have noticed additional war level changes, like new war levels and such, but nothing on the change sub-level 3.

If this is intended, I think it sets back new players in the opportunity to experiment with the war game before being thrust into PvP vulnerability. I recall multiple tests with my prior account, trying an invasion by land, by air, doing something different each time, to familiarize myself with units, ranges, etc. However, in the current state of the game, you have no more than 3 wars under your belt before the current ruleset allows anyone up to war level 15 to attack you.

If this is not intended, please fix. If it is, please consider reverting this change to how it worked prior to allow beginning war players some practice before entering the PvP battlefield.

I now looked through current game docs. They reflect the way I thought it should currently work. I am now thinking this is a bug.

"50. Fighting C3 countries [ top ]
C3 countries are structured to have any required war level and are used as a measure for the capabilities of the war player. Winning wars against C3 countries with increasing war levels will become more complex and at very high levels, it will be challenging.

At the lower war levels, a player can increase its war level by winning several wars against C3 countries of his own war level. This will apply to countries and empires with war levels 1 and 2. Example: a war player of level 2 can fight C3 countries of level 2 and after 3 wins, will be moved to war level 3. Starting at level 3, the only way to move to a next war level is by winning a war against a C3 country which is one level higher"

Okay, there is conflicting documentation

"If a new player declares war against a C3 country (by default this will be a C3 country with a war level 1), and the player wins the war, he will move to war level 1.

The war tutorial is showing beginners how to conduct a war against a C3 country, win the war very quickly and move to war level 1.

When a player at war level 1 declares war against a C3 country, she will fight a country at war level 2 and if she wins, move to war level 3.
When a player at war level 2 declares war against a C3 country, she will fight a country at war level 3 and if she wins, move to war level 4."
