We have received some complaints about not being able to build new corporations.

we have looked into it and in most cases, corporations were built as expected.

We have found several exceptions:

1. No availability of production plants.
2. Very severe shortage of workers and professionals.
3. For Air Transport corporations due to a shortage of airports.

If the first corporations to be built is an air transport corporation and it cannot be built, no new corporations will be built.
best is to remove the air transport corporation request from the queue to allow for the other corpotations to be built.

There could be other cases of shortages that may block the building of corporations. we did not encounter any such cases.
