closing some of my current operational Road and rail-way systems, will it help me to cut the cost? I have cut into my Social Security decreasing it and have made other cuts into Government, along with changing my Govern type. Will closing some of the Roads and rail save me in Independent State of Sparta over-head Funding?

Social security cost will decline if you improve your employment.
more people will work and they will not need social security payments.

also, as I advised before, reduce your army; mainly the offensive army.
this is where you have very high cost.
