Why are my Roads not Building?

So I ask this question once and no-one ever replied, but why are my Roads, Schools, Hospitals not building? I have had them , or clicked them to be built for awhile now, yet they have not been built. Why is this and as I said, I have ask this question once, but no reply. And have ordered weapons tanks, jeeps, missile batteries ect. and those orders I have placed to build a stronger army have yet to be filled, why is taking so long for these orders to be filled?
