Building corporations require you to have all the employees available. So why not put the same requirement on building schools , high schools and hospitals. Yesterday and today I spent most of my time canceling automatic orders in my empire. over 12,000 schools, over 10,000 high schools, over 1000 hospitals. Not to mention not a single country had enough of the required workers to come close to filling these orders. The financial drain is unreal not to mention if the facilities come in they are quickly closed based on the worker shortages. (A true transfer of wealth) I understand that you would like the education and health of a country to be above 120 Q. (Fine) However stop the game from over-ordering these facilities. It's not fair. It takes control from the individual president. It takes valuable time away from other areas of the game I would like to work on. The bottom line is it is my country / my empire to run the way I would like.
Every month my countries that have qualities below 120 in health or education continuously reorder
60 schools
50 high schools
4 hospitals
regardless of my staffing or financial situation

Have you turned off the automation tools? Turn off education set up and development and healthcare set up.

Andy do not keep reducing the game to the lowest denominator removing challenges and removing strategies. Often many of us build before we have all staff when we know the staff is coming.

It looks like Rob's right. @Andy, I think something may be working in a way that isn't intentional or as designed. This is new.

In my two newer countries on WG, they build hospitals and schools without my direction, and I have turned automation off. I think the feature looks fine for players with automation or economic help on, but it's quite annoying when you intentionally turn those features off.

This feels like new player help that can't be removed? I wonder if a change in the last update broke something here.

I dont agree with the full staff requirement being placed of government facilities.
I do understand your frustration on what u guys are experiencing (i am not experiencing this issue) but i think adding this restriction may benefit you guys but not all of us.

If this restriction does get added to the government facilities i will cause not just mass unemployment issues on too of what we are currently experiencing but also cause serious damage in the education sector.

I think I remember my last country conquered it took several days after disabling automation for it to actually disable. I think this may be more of the safety nets that actually make things worse

@Jiggle - that could line up with my experience. The two countries are less than a week under my stewardship.

I do wish it would stop haha, but I'll check to see if after a week has passed if it stops on its own.

That said, it seems from Rob's experience it might actually just be for indices lower than 120, as both of my countries also have lower health and education (because I just took them), and it takes FOREVER for schools and hospitals to be built.

I can second this problem. I have all automation off besides ordering for products the country needs (not education/health/transportation sectors) and have for a long time. I keep a spreadsheet of where my country is at as far as the big 3 government sectors and how much of each I need for my preferred index. I've noticed more than a few times over the last week or two that there have been random orders for Elementary Schools and Roads that I did not call for.

Seconding the problem doesn't mean I agree with the solution being requiring all staff to build though (I should've read the OP more). Just saying I am experiencing the same issue of government buildings being ordered without player input with automation disabled (and has been disabled for a long time)

Correct me if I am wrong but I think the documentation did say something about the game system will forcefully order edu and health facilities if the indexes are below the standard level

Also why? Why would it force all players to have 120 health and 120 edu? And why would it do that regardless of whether they have automations on or off?

Do we need to even play then? Lol.

This has been going on for a long time. The game will force you to order if your index is below 120. However the game should not order more than you can staff that is the real issue. If you do not catch it in time you just throw away money. I have had all my automation off for years. It was my intention in the past to keep all indexes above 150. I took my eye off the ball while developing Atlas.

We had a very bad situation in many countries going down fast because of lack of facilities.
we have made some corrections and faily quickly, many countries started to recover.

I agree however, that the numbers are too high, we do not need them and I will tune it down hard.

However, I advise you to keep the health, education and transportation indexes >100.

Requirering all the workers to be available resolved a very serious problem with beginners.

Many new players started corporations, thinking that the more the better, never checked is there are workers and their economy collapsed.

Now, they stopped doing so and might even start closing some corporations or it might take a bit longer and some of these corporations will close.

I agree that interventions should be small and much less frequent.
I do think we needed them recently as many countries failed.

I like your response about making the choice to "tune it down hard." I don't mind a little automatic interference, but in this case, it felt like I wasn't really even able to make the change myself before the game was interfering.

Do you mind if I ask what triggers that automation?

In my case, I don't believe my countries had indices below 100 for health or education, but hundreds of schools and hospitals were ordered even though I also ordered some myself.

I already reduced some of the inteventions and they will trigger at indexes <90.
It was 120 in some cases.

In C3 countries it will remain at 100.

Some more changes are required in the code and will kick in after the next upgrade.
Mainly the automatic orders of facilities will then be reduced and kick in if the indexes go under 90.

The larger problem we had is resolved.

The upgrade will probably take place leter this week.

This might not be them miss thinking as much as them following the advice given by the game. The "Important things" button still has "min target" for corporations based on the old corporation sizes.

One of my countries, Jiggle Land Lacerta, can currently only fully staff about 107 corps but "Important Things" "Min Target" is 233 corporations.

All of my countries are similarly suggested to have about double what I can actually support.

Also, being able to build and start upgrading corps prior to full staffing can be very beneficial during early country possession growth.

Requiring full corporation staffing also really impacts ability on Tiny Atlas. I'm glad I built all the little ones I needed to (and manually set them to be 10-20% employment) That doesn't seem possible now, which is very unfortunate.

The education priority page is probably the most important page in the game.

you can immediately see if your country can have more corporations or not.
We have warned many times against building too many corporations but numbers of corporations remained too high.

reducing hiring in some corporations, will free workers up and you might be able to build more corporations.
Profitability numbers in corporations are much better when hiring is at 100%.

It is better to look at the least profitable corporations and close some to allow other corporations increase hiring.

I did reduce hiring on TA to be able to build more corporations.
later increased the hiring in some of the corporations, when the population numbers increased.

Any country I have with reasonable employment (IE not the brand new ones) has required manual worker adjustments each time I wanted to build a corporation. All my countries are new and have population that is growing - so I need more corps over time. Players with countries of stable populations may be experiencing different things than me.

I always seem to have plenty high level workers and never have enough low level workers. I have a variety of education indices, but most aren't more than 130, and none I'm building in have over 140, so over-education isn't an issue. My education priorities are below 100 in most instances, and the game says you can have up to 120. I don't think I'm overdoing anything, and if so, there's no indicators that would suggest otherwise. I've certainly dropped all my strategies dramatically from before.

I say this to provide feedback. I legitimately need a worker exchange or manual profession change every single time I want to add a corporation. I've adjusted 100s of times by now, and my account is probably about a month in. I understand the reasoning behind your change of blocking new corporations without full hiring but it's certainly impacting me. Not a complaint, just an observation.

If the argument is "you should manually reduce hiring from one corporation to fit another," then I'd wonder what level of player you think understands how to do this or wishes to be doing this constantly. I have plenty of workers available, they're just all high level or medium level, which I can't reduce into low level workers. Adjusting hiring temporarily is a constant band-aid that you could put on and pull off, it's not a solution, in my opinion.

I agree as well with Jiggle - players building corporations they don't need when the game tells them they probably need 2x as many as they can fit seems like a bigger issue.

I'm going to add to my previous comment, most new players will not scroll the forums and read all the posts that warn about over building corp, but they will click on the links that they believe have guidance.

More players will click "Important Things" than will read old Game Master forum posts

The page showing how many corporations should be built is outdated and we will fix it.

It is based on the number of workers in a corporation.
the numbers increased a lot in the past period and it was not updated.

we are trying to balance the number of workers and reduce the need for
manual corrections.
we have also increased the number you can move between groups to 300.000 per game month.

We keep looking at the numbers and will try to tune the process further and reduce such manual interventions even further.

One more comment about government facilities. I'm glad you turned down the auto hospital/schools building threshold, but it's still really aggressive.

I conquered a new country on FB, and immediately ordered new facilities. Because there's high demand and they weren't delivered right away, the game kept ordering and order more. Despite me managing this on my own, the game is sort of over-babysitting me.

Can it be adjusted to have only one order out at a time for the facilities? I have 15+ different hospital orders made by the game that I didn't need in the first place, and my index has crossed 100 anyways without any of these.

Again, I understand your logic for attempting to help players, but frankly, I don't really even need to manage my countries if the game is going to do this type of thing. Every order for 4 hospitals is an automated order I did not place.
