Extend Empire Wars

Hi!

Does anyone know if there are any levels you can stop going up in war level and simply stay with "extend empire" wars?

Once I made level 4, I was allowed one "extend empire" war without going up in level but now it looks I have to do level 5 if want to attack another country. There's no option to stay at war level 4.



Is there any information about how this works?

I'm not really bothered by gaining gold coins from war levels - I'm wondering if at any point you can just keep doing "extend empire" wars without constantly rising in war level?

Unfortunately the way it is now there's just not a big incentive to move up war levels. The time, cost, is not worth the reward. I would like to see them increase the cash and gold coins quite a bit. Instead of forcing you to move to higher levels just limit the number of countries you can keep at each level. Make the cash reasonable a one time gold coin payment per level. Give us a reason to climb the ladder.
Example
War level 1-9 - 2 trillion per level so level 9 would get 18 trillion.
War level 10-15 3 trillion per level so level 15 would get 45 trillion.
Do not limit the number of wars per level just the number of wars you can win for cash say 4 per level. I know this may sound like a lot of money, but it's not. I think this would incentivize players to go up war levels.

And (Remove all limitations on player vs player wars once at war level 3.)

I am not sure. I am considering doing a push from WL14 upwards to see how difficult it is.
