A small upgrade today:

The First War

The first war tutorial is updated. We have added a short introduction, written by a player, Erik Olsoy.
The way the war is fought is updated.
Winning the first war is indeed easy but not trivial.

Wind Turbine Corporations on Tiny Atlas

On Tiny Atlas, it is now possible to build a wind turbine corporation while in game level 2.
Nothing changed on the other worlds.

War limit against C3 countries at war level 3

The limit is removed.
We updated the code but were unable to test it.
The change was very small and it should be OK.
We never ask you to test, but
anyone who bumped into this problem, please test and let us know.

I am unable to expand at WL 3 on WG. Only my current level or higher.

You said war limit against C3 countries at war level 3 limit is removed in your update. I tried to test this on White Giant, where I am currently war level 5.

When I tried, it was not available. The same restrictions are there as before.

I can't test on FB right now, as my next war would be war level 3 anyways.

I'm on FB now and tried to declare war on a C3 using my main, Legion. It is a WL3 country, but when I try to declare war, it only gives me the option to advance in War level.

The change was made only against players at war 3. Not c3 countries at war 3

That's not what the update says:

"War limit against C3 countries at war level 3"

Would love to see this expanded as it was announced.
