Workers Stuck in Limbo

Hey Andy,

When you have a second, can you please look at country "Dacia" on White Giant?

For about a week, it's said I have workers reserved for new facilities. It's been higher, but it currently is 600k low level workers and 300k medium level managers.

I'm not building any new corporations, schools, hospitals, etc.

I'm not purchasing any weapons to expand the army. I have 0 needed of anything for 100% production. Salaries are fine.

Why are so many of my civilians reserved to do nothing? What are these workers reserved for?

What does your order tab looks like? Got any weapons waiting to be purchase?

@Everyone, disregard.

I thought I'd checked my orders tab, but apparently at some point I ordered 373 nuclear missile batts. The weapon type explains how long I've had the issue too, since there's very low production on WG. I skimmed right over them since they were strategic and not the classic red or green colored product icon for offense/defense weapons.
