When are new officer and soldier available on the direct market?

Been looking for a few months but the offers never refresh. Is there a limit I'm not aware of?

I’ve got some lately without issue in purchasing. There do appear to be dead offers of sorts but if you scroll down there should be the normal available.

The problem is resolved.

there was a database issue with this function.
we have cleaned up and it is OK now.
