Multiple accounts

I thought it was against the rules to have multiple accounts. I have a player using two accounts to wage war against me. He has the kingyaro and prince Greg accounts

But what if you screw up and spend too much in the beginning and have a negative 3 trill. The loan system is pretty hidden. free player level 1 limited choices. A lot of these are like a roller coaster ride.
