ok i give up... how do i increase military aged low level workers and med level managers? i used population boosts, transfers between countries, reduced education index
i have weapons rusting away that i cant activate and its getting frustrating
ideas?

Difficult to say without knowing which country(s) are having this problem. But in general, you healthcare indexes and education indexes are too low. These indexes generally need to grow higher as your population does.

For schools I'd raise the index in steps of 0.1 until you see improvement.

For hospitals you can look at my empire on KB. Each of my countries has a differing number of hospitals from ~2000 to 10000. You can look at those and decide what you like. It's a long term health care index experiment that hasn't quite reached steady state. It also could be tended to more, but sheds light on the health index workings.
