All units get destroyed when you take over

I took over a country left 3 stealth bomber unit all gone.

What kind of country was it?
Was it a C3 country?

C3's below a certain WL (in the WL's I've obtained anyway) always reset and destroy all of the remaining units they have.

I can attest this is always going to happen, at least all the way to level 21.
