Radar planes and the gas message and messages

why do people not solve the radar plane and gasoline message. I keep my messages down to a minimum even the earthquakes. Thus for enterprise don't go beyond 750 corps. buy up the gamemaster corps with shares. Lots of 0 tax in WG. So debt message like crazy, One guy cause 500 bil tax. I had it down to 700 now 2700

You can't always go by the messages. I get messages my navy hasn't been supplied in 12 months in countries that have no Navy period. I've gotten gasoline messages and when I go to look I'll have 240 game years of gasoline at the current rate of consumption. I've gotten the dreaded no radar plane message in a country that buys them for my empires when having literally hundreds active in stock.
