I found the answer to not creating units

Its a really simple solve. It don't have to deal with browser issues or tech issues or availability of resources. Instead the bases are inactive on the map. So use map control and activate all

also set the trucks to units. Number of months is useless here. I set 5000 to 25000. So I dont get that message and it dont order 100K to 150K trucks which is expensive and crazy

If you are unable to select a base from the pop-up to assemble units, the problem is because you have an unrelated tab open. Close them and it will work just fine.

Andy is aware of the issue it's evidently just not that important to him.
