Country screaming for Naval supply units with no Navy

This has been going on for a long time however it's finally getting annoying.

World: Fearless Blue
Country: FBC H

Problem:

This is a floating annoyance that happens to a lot of my countries.

Navy fleets of FBC H are not supplied
Thu Jul 3, 5638 No Supply Ships for the Navy.
There are navy fleets that were not supplied for more than 12 months.

Please order more supply ships to deliver supplies to your navy.

Okay, funny thing is that country doesn't have a Navy, hasn't ever had a Navy since before I took it and it doesn't have a fleet command or naval base.

IF something else is triggering this notification which is not readily apparent, then this notification needs to be edited to correctly identify the shortage, or deleted completely if it's phantom.

This seems to randomly float between all my countries with the exception of those that actually do have

HaHa but not funny.

we will look into it ASAP.
