If you are in a hurry, bid 5 coin with the gamemaster. It will be accepted.

Or

Try your luck buying population from another player.

Dont bid higher than 5gc, anything higher is wasted GCs (unless you want to support the seller or something).

Here's a tip:

When buying pop from the GM, make sure the ratios between all the workers and professionals are where you want them before you buy, because you are going to get them in the ratios that exist in your country at the time of the transaction.

Therefore, fix any shortages and change professions to get the proportions between llw, mlw, and hlw balanced before you buy.

Additionally, don't try to buy your way out of shortages. You will only make the situation worse.

well it worked buying from the GM, I guess there was a problem on the other end...

Also when you buy pop you loose some life expectancy
if you pop boost too much your workers will be replaced by elderly people
